KANO ASSEMBLY VALIDATES THREE KEY HEALTH BILLS TO STRENGTHEN HEALTHCARE DELIVERY

The Kano State House of Assembly, in collaboration with the Kano State Ministry of Health, has concluded a three-day legislative workshop with the validation of three key health sector bills aimed at strengthening the legal and institutional framework for effective healthcare delivery in the state.
The workshop, held from 10 to 12 September 2026 at Bafra International Hotel, Kaduna State, was themed: “Strengthening the Legal and Institutional Framework for Effective Healthcare Delivery in Kano State: Legislative Engagement, Harmonisation and Reform.” It brought together legislators, health sector leaders, heads of relevant agencies and health training institutions, technical experts, and development partners to review and harmonise the proposed legislation.
In a statement signed by the Public Relations officer of the Board Sa’adatu Suleiman stressed that, The three bills validated at the workshop are the Kano State Primary Health Care Management Board (KSPHCMB) Bill, the Drug and Medical Consumables Supply Agency (DMCSA) Bill, and the Health Training Institute Bill. The three-day engagement provided stakeholders with an opportunity to scrutinise the provisions of the bills, identify gaps, harmonise recommendations, and make technical inputs aimed at ensuring that the proposed laws are practical, responsive, and aligned with the current realities of Kano State’s health sector. The review of the KSPHCMB Bill also builds on the existing law enacted in 2014 as part of efforts to strengthen the legal foundation of primary healthcare administration in the state.
Speaking at the close of the workshop, the Speaker of the Kano State House of Assembly, Rt. Hon. Jibril Ismail Falgore, represented by the Deputy Speaker, Rt. Hon. Muhammad Bello Butu-Butu, Member representing Rimin Gado/Tofa Constituency, commended participants for their commitment and constructive contributions throughout the engagement. He stressed that the successful validation of the bills represents an important step towards establishing a stronger legal framework for health sector governance, institutional effectiveness, and improved service delivery across Kano State.
The Honourable Commissioner for Health, Dr Abubakar Labaran Yusuf, and heads of the relevant health agencies and training institutions also emphasised the importance of legislation that responds to emerging health sector needs and provides clear institutional direction. The organisers appreciated all legislators, government officials, technical experts, and stakeholders for their contributions, while expressing particular appreciation to FCDO Lafiya, SANHDEF, and the Clinton Health Access Initiative (CHAI) for their valuable support towards the successful conduct of the workshop. The validated bills are expected to proceed through the appropriate legislative processes, further strengthening the legal and institutional foundation of healthcare delivery in Kano State.
