Radda Presents ₦828.6bn 2027 Budget, Prioritises Education, Health and Infrastructure

Katsina State Governor, Malam Dikko Umaru Radda, has presented a proposed ₦828.64 billion 2027 Appropriation Bill to the Katsina State House of Assembly, with major focus on education, infrastructure, agriculture, healthcare, rural development and security.
Presenting the budget proposal tagged “Building Your Future IV” on Tuesday, Governor Radda said the fiscal plan was designed to improve the welfare of citizens and ensure that the benefits of good governance reach communities across the state.
The Governor disclosed that ₦637.91 billion, representing 76.98 per cent, of the proposed budget would go to capital expenditure, while ₦190.73 billion, representing 23.02 per cent, would cater for recurrent expenditure.
According to him, the proposed budget is ₦69.23 billion lower than the approved 2026 budget, representing a 7.71 per cent reduction, following a careful review of available resources and expenditure priorities.
Governor Radda explained that Ministries, Departments and Agencies were directed to align their budget proposals with the administration’s development blueprint, available resources and the immediate needs of citizens.
He described the 2027 budget as the most participatory in the history of Katsina State, noting that its priorities were largely influenced by the Citizens’ Budget Exercise conducted across the 361 wards of the state.
The Governor said residents identified and ranked their most pressing needs, with each ward’s priority project incorporated into the new fiscal plan.
«“Our people named their needs, weighed them and ranked them. The first priority project chosen by citizens in each ward now forms a clear grassroots framework for the 2027 fiscal year,” Governor Radda stated.»
He added that each of the 361 wards would benefit from a community-selected project, while citizens’ feedback would guide interventions in agriculture, MSMEs, water and sanitation, women empowerment, environment, climate change and security.
Under the sectoral allocation, the Social Sector received ₦317.73 billion, the Economic Sector got ₦303.17 billion, the Administrative Sector was allocated ₦198.55 billion, while Law and Justice received ₦9.19 billion.
The Governor said five priority areas would receive ₦325.45 billion from the capital budget, including education (₦83.82 billion), works and housing (₦71.60 billion), agriculture and livestock (₦65.88 billion), health (₦53.64 billion) and rural development (₦50.51 billion).
He said the allocations would support improved school infrastructure, scholarships, road construction, housing development, food security, healthcare delivery and stronger rural infrastructure.
2026 Budget Implementation Records Progress
Reviewing the implementation of the 2026 budget, Governor Radda said the administration had recorded progress in education, healthcare, agriculture, infrastructure, water supply and security.
He disclosed that as of August 28, 2026, the state recorded ₦267.47 billion in recurrent revenue and ₦116.41 billion in capital receipts, while total expenditure reached ₦295.19 billion, representing 32.88 per cent budget performance.
The Governor expressed confidence that the performance would improve significantly before the end of the year as ongoing projects are completed.
Highlighting achievements, Governor Radda said the administration had continued major infrastructure projects, including the Katsina and Funtua urban renewal projects, Musawa-Gingin-Tabanni Road, Kunduru-Kadanya Road, Daura Western Bypass, housing projects and the deployment of 30 hybrid buses.
In education, the government invested billions of naira in school rehabilitation, AGILE projects, UBEC-supported interventions, model schools, examination fees and scholarships for students.
The Governor also disclosed that Katsina currently has 1,751 primary, secondary and tertiary health facilities, with over 85 per cent functional.
He said the administration spent ₦4.71 billion on emergency medical services and invested over ₦9.59 billion from 2025 to date in upgrading the Medical Imaging Centre at General Amadi Rimi Specialist Hospital (GARSH), Katsina, into a world-class cancer and imaging centre.
In agriculture, Governor Radda said the state committed ₦21.43 billion to fertiliser procurement, alongside investments in irrigation, improved seeds, seed multiplication and rural access roads to support farmers.
On security, the Governor said the state spent over ₦7.5 billion in 2026 on security equipment, operations and allowances as part of efforts to protect communities and restore normalcy in affected areas.
Government Identifies Remaining Challenges
Governor Radda acknowledged that challenges remain, particularly insecurity in some frontline communities, shortage of teachers and learning materials, healthcare pressures, water supply gaps and infrastructure needs.
He assured residents that his administration would continue to prioritise education, healthcare, agriculture, water supply, infrastructure, MSMEs, women empowerment, environmental protection and security.
The Governor also commended the Speaker of the Katsina State House of Assembly, Rt. Hon. Nasir Yahaya Daura, and members of the legislature for their continued partnership and commitment to good governance.
He expressed confidence that the lawmakers would give the 2027 Appropriation Bill the necessary consideration and ensure its timely passage.
