Grand Khadi Pledges Support for Katsina Hisbah Board, Warns Against Exceeding Legal Mandate

The Grand Khadi of Katsina State and Chairman of the State Sharia Commission, Professor Mohammed Kabir Abubakar, has reaffirmed his commitment to supporting the Katsina State Hisbah Board while cautioning its officials to operate strictly within the provisions of the law establishing the board.
Professor Abubakar made the remarks while receiving the leadership of the Katsina State Hisbah Board, led by its Commandant General, Sheikh Aminu Abu Amar, during a courtesy visit to his office.
The Grand Khadi assured the delegation of the Sharia Commission’s readiness to collaborate with the board in strengthening its operations and achieving its mandate in accordance with the teachings of the Holy Qur’an and the Hadith of Prophet Muhammad (Peace Be Upon Him).

He stressed that supporting the Hisbah Board was a collective responsibility of every Muslim.
“It is mandatory for every Muslim to support Hisbah. We will assist the board to operate without any hitch,” Professor Abubakar said.
He explained that, as Chairman of the State Sharia Commission, there are several areas where the commission can provide guidance and institutional support to enhance the board’s effectiveness.
The Grand Khadi, however, urged officials and staff of the board to avoid exceeding their statutory responsibilities.
“I advise you not to overstep your boundaries. Hisbah is not a security outfit, so you should be careful while carrying out your activities,” he cautioned.
He further advised the board to maintain close collaboration with conventional security agencies, particularly in matters involving arrests, investigations, and house searches, to avoid unnecessary confrontation with members of the public.
Professor Abubakar also encouraged Hisbah personnel to exercise wisdom, patience, and continuous public enlightenment in the discharge of their responsibilities.
Commending the board for its achievements, the Grand Khadi praised its efforts in reconciling marital disputes, combating moral decadence, counselling and rehabilitating suspected drug addicts, and promoting Islamic teachings across the state.
Earlier, the Commandant General of the Katsina State Hisbah Board, Sheikh Aminu Abu Amar, said the visit was to seek the cooperation and support of the Grand Khadi and the State Sharia Commission for the smooth execution of the board’s mandate.
He disclosed that the board has encountered operational challenges, including the refusal of some Magistrate Courts to issue warrants for the arrest of suspects under investigation.
According to him, since its inauguration, the Hisbah Board has successfully reconciled more than 7,000 marital disputes and dismantled several locations and clubs associated with immoral activities, while continuing to promote moral values and social harmony throughout Katsina State.
