Kano State Cements Health Budget Reforms, Adopts Sustainability Plan for Long-Term Impact
KSCHMA and Health Agencies Pledge to Institutionalise Transparency and Accountability Measures

Kano State has formally taken ownership of a landmark set of budget process reforms designed to enhance transparency, accountability, and service delivery in its health sector. The transition was marked at the Budget Process Reforms (BPR) Handover and Sustainability Plan Development Meeting, convened by the State Ministry of Health in collaboration with Results for Development (R4D) and development partners.

The meeting, held at the Comfort Hub Hotel in Kano, united senior government officials, technical experts, civil society representatives, and health agencies to review the successes of the BPR project and adopt a concrete framework to ensure its gains are sustained long-term.
In his opening remarks, the Permanent Secretary of the Ministry of Health, Pharmacist Aminu Bashir, representing the Honourable Commissioner for Health, Dr. Abubakar Labaran Yusuf, praised the collaborative effort. “This gathering reflects our shared commitment to strengthening our health systems. The support from our partners has been invaluable in driving these critical reforms forward for the people of Kano,” he stated.

In a statement signed by the The Public Relations officer Aminu Ahmed Turaki stressed that, The Kano State Contributory Healthcare Management Agency (KSCHMA) played a prominent role, with officials led by Dr. Musbahu Maimashi, who represented the Executive Secretary. Dr. Maimashi reaffirmed the Agency’s dedication to embedding the reforms into its core operations. “KSCHMA is fully committed to sustaining these advancements in health financing and service delivery. This is not the end of a project, but the beginning of a new standard for accountability,” he said.
A representative from the Federal Ministry of Health commended Kano State for setting a national example in institutionalizing budget reforms and pledged ongoing federal support.
A central outcome of the meeting was a participatory Sustainability Planning Workshop. Participants developed actionable strategies across five key pillars which includes, Institutionalization of Reforms,Capacity Transfer and Committee Strengthening, Financing, Continuity Knowledge Management and Gender Inclusion.

This workshop culminated in the adoption of specific action points to integrate the reforms beyond the project cycle, ensuring they become a permanent feature of the state’s health budget planning.
Pharmacist Aminu Bashir, in his closing remarks, reaffirmed the state government’s resolve. “Our work now is to institutionalize these reforms for tangible health outcomes. We commend KSCHMA and all our sister agencies for their active and vital role in this transformative process,” he said.
