Kano State’s Minimum Service Package Shows Significant Gains in Health Facility Upgrades

The Minimum Service Package (MSP) Unit of the State Department of Medical Services has reported substantial improvements in the quality of its healthcare facilities, according to a presentation at its quarterly performance review meeting held recently at the Grand Central Hotel, Kano.
The meeting, designed to assess progress, identify challenges, and plan future actions, highlighted a dramatic leap in digital readiness and notable gains in infrastructure, sanitation, and utilities across 270 targeted health centers.

Leading the review, MSP Team Leader Idris Nuhu presented an overview of the program, which focuses on five core components: health infrastructure, human resources, service provision, supportive supervision, and data management. He noted that the state has domesticated the MSP document and developed an eight-year investment plan, which is currently 30% successful against its targets.
Key Achievements in Infrastructure and Technology
Mr. Nuhu revealed impressive data from a recent baseline assessment. In a significant stride towards digitalization, the availability of functional computers in health facilities surged from a mere 13% to 100%, indicating full digital readiness and a strengthened capacity for data management.
The review also showed major upgrades in basic amenities:
 Emergency Lighting: Availability increased from 44% to 71%.
· Solar Power: Access rose sharply from 24% to 61%, while the use of functional backup generators saw a slight decline, suggesting a strategic shift towards sustainable solar energy.
· Facility Standards: The proportion of facilities meeting MSP room standards improved from 51% to 68%.
Advances in Sanitation and Hygiene
Substantial improvements were recorded in sanitation and waste management, critical for patient safety and dignity. The data showed that facilities with separate toilets for clients and staff increased from 80% to 94%. Furthermore, the presence of gender-labelled toilets jumped from 59% to 94%, promoting better privacy and hygiene.
Ongoing Challenges and Strategic Alignment
Despite the progress, the team identified several persistent challenges. These include inadequate funding, human resource constraints, infrastructure deficits, limited community involvement, weak incentive structures, and delays in budget releases.

In response to the human resources gap, the Human Resources for Health (HRH) Coordinator, Sani Garba Mohammed, outlined strategies to align the state’s health workforce with MSP requirements across the 270 facilities.
Stakeholder Endorsement and Next Steps
The Deputy Director of Medical Services, Mal Miko, commended the MSP team for organizing the comprehensive review. He praised the “dedication, commitment, and engagement” of all participants throughout the proceedings. The event was also graced by representatives from Pathfinder International and the Kano Civil Society Organization.
The meeting concluded with the development of a concrete action plan to ensure follow-up and continuity of the improvement efforts, addressing the identified challenges to build upon the current momentum.
