Executive Governor of Kano State

The definition of autocratic leadership by Samuel Huntington, “a system where power is concentrated in the hands of a single individual or a small group, and is exercised without regard for the rights or interests of others” (Political Order in Changing Societies, 1968), aptly describes the current situation in Kano State, where the government’s actions have led to negative court rulings and significant financial challenges against the state and its people.
Autocratic leadership is characterized by a centralized power structure, where one person has complete control of decision-making. According to renowned Political Science scholars, autocratic leadership can also be defined as:
Robert Dahl defines autocratic leadership as “A system where one person or a small group of persons has complete control over the government and the decision-making process.” (Modern Political Analysis, 1963)
Larry Diamond defines autocratic leadership as “A system where power is concentrated in the hands of a single individual or a small group, and is exercised in a manner that is arbitrary, oppressive, and unaccountable.” (Developing Democracy: Toward Consolidation, 1999)
The Kano State Government, under Governor Abba Kabir Yusuf, faces significant financial challenges after being ordered by courts to pay substantial compensation to individuals and organizations affected by the demolition of properties deemed illegal. The government has paid ₦3 billion from the state treasury in compensation to traders whose properties were demolished and faces an additional ₦8.5 billion payment.
The demolitions, which took place in June 2023, lacked proper legal backing, notice, or compensation. The government claimed the structures were illegal and needed removal. However, court rulings deemed the government’s actions illegal and unconstitutional.
According to political science scholars, autocratic leadership can lead to poor governance, legal problems, corruption, human rights abuses, and financial mismanagement. In Kano State’s case, autocratic leadership has led to legal disputes and financial challenges.
The Kano State Government’s financial woes are likely to continue due to legal challenges and disputes. To address these challenges, the government must respect public service rules and regulations and abide by the constitution.
The government should respect citizens’ rights and ensure actions align with state laws and regulations. The judiciary, legislative, and executive branches should work together to ensure check and balance, and fair governance.
In conclusion, the Kano State Government should prioritize transparency, accountability, and fairness, respecting public service rules and avoiding arbitrary demolition of properties without due process.
